Spread a sheet of waxed or parchment paper over work surface. Place 8 chocolate wafer cookies on it.
Spray a large mixing bowl with nonstick cooking spray and add 3 quarts of popcorn. Set aside.
In medium saucepan over low heat, melt 4 tablespoons of butter or margarine.
Add to saucepan, 3 cups of miniature marshmallows and 3 tablespoons of gelatin powder. Stir until marshmallows are melted and mixture is smooth. Note: Adjust color with 1 to 2 drops green food coloring, if desired.
Pour mixture over popcorn and mix until coated.
Spray hands with nonstick cooking spray and press popcorn mixture firmly to form into eight balls.
Place popcorn balls on eight wafer cookies and press candy decorations into popcorn balls to form eyes, nose, and mouth.
In a small microwave-safe bowl, heat ¾ cup chocolate chips covered for 10 seconds and stir until melted. Note: Repeat as needed until chocolate is melted and smooth.
Spoon about ½ teaspoon melted chocolate on top of each popcorn ball.
Press licorice strings into chocolate to form hair.
Dip cone edges into melted chocolate and then into orange sugar sprinkles.
Place cones on remaining cookies to form witches hat.
Place hats onto popcorn balls. Allow chocolate to set about 45 minutes before serving.
Serve or seal individually in plastic wrap.
